Then you can just buy those skins from warframe market check tennogen section. The skins they aren't mods you're seeing on the Steam Workshop aren't in-game and can't be downloaded. They are community-designed concepts, and every so often an official committee looks them over and allows the top choices to be added into the game.
Unfortunately, due to an agreement DE needed to sign with Valve some time back, those skins that do make it in-game on the PC version can only be obtained via a rather large sum of Steam Wallet money.
